This position is located in Defense Technology Security Administration, International Engagement Directorate. The Directorate is the Office of the Secretary of Defense (OSD) staff element responsible to the USD(P) for all matters concerning the formulation, implementation, and oversight of national and Department of Defense foreign disclosure and security policy; and the foreign disclosure and security aspects of all international bilateral and multilateral cooperative programs and activities.

Duties

Incumbent typical work assignments may include the following: Independently identifies and focuses senior policy leaders' attention on concerns with major defense national security, National Disclosure Policy, or international security implications. Develops NDPC Records of Action, for Executive Director or Chairman approval, as appropriate, for each proposal submitted to the NDPC irrespective of whether the matter was approved or disapproved by the Committee or withdrawn from Committee consideration. Authorizes or denies disclosure of U.S. classified military information originated within OSD organizational elements. Develops and approves Delegation of Disclosure Authority Letters to support OSD organizational elements. Develops, recommends, coordinates, and monitors compliance with DoD foreign disclosure policies, procedures, and standards with respect to control of visits by foreign nationals to DoD Components and defense contractors; assignment of foreign liaison and exchange personnel; and classified information protection requirements for international cooperative research, development, coproduction, and sales programs.

  • Required to participate in the direct deposit program.
  • Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment and are subjected to random drug testing.
  • This is a National Security Position has been designated as Special Sensitive (SS). Incumbent is required to obtain and maintain a Top Secret/SCI security clearance.
  • The incumbent must adhere to DoD Standards of Conduct.
  • The employee may be called upon at any time to support the mission and required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and/or overtime.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as (1) Evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security cooperation and assistance activities and programs; and (2) Negotiating consensus positions for controversial and contentious concerns; and (3) Communicating with internal and external stakeholder to relay foreign disclosure policy. For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience is defined as (1) Executing U.S. policy in Executive Orders, security of information, special treaties, and NATO policy and requirements to support security cooperation and programs; and (2) Developing and implementing disclosure guidelines to accommodate any differences; and (3) Analyzing and applying foreign disclosure policies. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Administration and Management, Attention to Detail, Oral Communication, and Project/Program Management Qualification and time-in-grade requirements must be met at the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GS-14 and GS-15 grade level.
