Incumbent serves as a Management Analyst within the Veterans Health Administration (VHA)Center for Care and Payment Innovation (CCPI). CCPI is located within the Office of Healthcare Innovation and Learning (OHIL), a core component of the Discovery, Education, and Affiliate Networks (DEAN).
Duties
Serves as Contracting Officer Representative and adheres to procedures outlined in the Federal Acquisitions Regulations, VA Acquisition Regulations, Public Laws, and Agency policy.
Supports all aspects of contractor onboarding, including coordination with all stakeholders, managing system processes (e.g. TMS, PIV, etc.), tracking through established COR dashboards and internal mechanisms, communicating regular updates, and identifying and resolving issues.
Oversees and maintains project, contract, and budget files and records in compliance with policies and procedures.
Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.
Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; and makes or implements
recommendations for improvements or efficiencies.
Facilitates many small tasks, up to hundreds in concurrence, and ensures they are all closed out successfully. Maintains a list of issues to be presented to leaders for resolution.
Provides coverage for the Executive Director's calendar as needed, scheduling appointments, conferences, and associated arrangements without prior approval, based on the importance and priority of the requests and the availability of supervisor.
Demonstrates understanding of office goals and objectives and balances prioritization of tasks accordingly.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Identifies key issues or problem areas, evaluates alternatives and makes recommendations to leadership for process improvement.
