You will serve as the Manpower and Manning Officer responsible for analyzing and managing the allocation of civilian and military manpower resources. You will contribute to the support of the command's operational readiness and achievement of strategic goals. This position is located within the Manpower, Personnel, Training, and Education Department of HOPPER GLOBAL COMMUNICATIONS CENTER in Suitland, Maryland.
Duties
You will analyze and manage the allocation of civilian and military manpower resources to support the command’s operational readiness and achievement of strategic goals.
You will support the development and implementation of manpower and manning planning strategies to address current and future staffing requirements.
You will analyze billet locations and workforce data to forecast manpower needs aligned to operational demands and strategic goals.
You will develop and maintain reporting tools to track key manpower metrics.
You will monitor the effectiveness of manpower management practices and recommend adjustments as necessary.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Develop and implement manning plans to optimize personnel distribution across departments and divisions based on qualifications, experience, and operational needs
Use statistical methods to identify and monitor manpower patterns and trends, forecast staffing needs, and provide actionable insights to enhance operational readiness;
Conduct research and studies to identify opportunities for process improvements in data collection, analysis, and reporting and present findings to leadership.
