The duty station of these positions will be assigned at the time of a job offer, and pay will be set in accordance with the duty station. Any on-site requirements will be determined by the duty station assigned upon selection.
Duties
Identifies, plans and coordinates various IT systems/software projects.
Identifies project requirements; develops and implements project plans; coordinates and integrates project activities; manages project resources; participates in project reviews; and takes corrective actions as required.
Plans and coordinates the selection, acquisition and implementation of technologies, information systems and software.
Defines operating criteria and monitors installation and testing to determine the quality and efficiency of technology, systems and software.
Ensures the project schedules are closely monitored to ensure requirements are being met in accordance with established budget limitations.
Develops internal control and operating procedures and analyzes and evaluates their effectiveness, adequacy, and interrelationships internally and with other related segments.
Ensures that current systems maintain the integrity of financial records required by the FFMIA, FISCAM, and RMF for all assigned systems.
Forecasts, reviews and tracks system level budget through all budget initiatives (Direct System Reimbursable, Spend Plan, Execution, Program Budget Review).

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as Leading enterprise wide Information Technology projects and teams supporting systems and services acquisition efforts, including carrying out project management functions from planning through evaluation and reporting of project accomplishments; experience applying knowledge of acquisition policies and regulations in the procurement of IT software, hardware, and related support services; or experience in creating budgets and spending plans for final approval by senior management and tracking and reporting local organization budget execution; or experience with internal and external audit reviews.
