Duties

You will provide technical guidance over assigned critical information systems projects. You will manage a large project or several projects through the use of various management information systems. You will oversee assigned projects and validate the project are implemented in accordance with baseline plans. You will communicate with senior leaders and civilian technical personnel to ensure architecture is compliant with regulatory policies, communication, software standards and with user requirements. You will elicit customer support in the development of plans and finalizing project schedules. You will develop and/or employ tools and methods to track progress throughout the life cycle of a project. You will use managerial techniques and quantitative analysis, to monitor project objectives.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area CYBER POLICY AND STRATEGY PLANNER level INTERMEDIATE within 12 months of appointment.
  • You must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.A. An annual 20 hr minimum of Cyber Workforce related learning is required.
  • This position is designated as a managerial position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing, managing and overseeing project plans (i.e. communications plans, scope management plan, time management risk plan, budget plan, procurements plan); developing detailed project plans, tasks, schedules, and identify milestone dates; identifying resource requirements, manpower, and funding to implement projects. In addition to the specialized experience above, your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: developing project plans. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: coordinating with customers to develop and finalize project schedules. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: coordinating with senior officials. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: recommending process changes to solve problems/issues that may arise.
