About the Position: This position functions as an electronic forms management specialist in the Defense Health Agency (DHA) having DHA-wide responsibility for the Forms Management Program, exercising administrative, professional and technical control over the development, standardization, design, and reproduction of electronic form products/programs, and is located in Falls Church, VA. This is not a remote position.
Duties
Assist in the development of DHA policies for electronic forms design based on federal guidance (i.e., General Services Administration (GSA), Federal Information Resources Management Regulation (FIRMR), and DOD policies.)
Perform periodic reviews of all DHA forms to ascertain the need for form revision to meet changing requirements.
Evaluate electronic form product requirements including graphic user interface (GUI).
Exercise technical prowess in the design of departmental forms, to include electronic design and intelligence to digital presentation standards.
Ensure all electronic forms products adhere to Agency's forms policy.
Analyze requests for electronic forms received from assigned functional area(s) of DHA to determine the need for standardizing form data.
Attend symposiums held by industry and other Government agencies to keep abreast of technical developments.
Conduct special projects to improve overall electronic forms program operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) developing or conveying requirements for digital forms or digital forms management workflows using industry standard applications such as Adobe Experience Manager (AEM) and Adobe LiveCycle Designer; 2) assisting in the development of policies or procedures regarding electronic forms design or production; 3) providing advice on forms management issues; and 4) preparing executive level reports, briefings, or other written communication to convey study findings or recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
