About the Position: This position is located in the Defense Health Agency, J-3/5/7, reporting directly to the Director J-3/5/7 (Operations, Strategy, Plans & Analytics, Education & Training). The position is located in Falls Church, Virginia.

Duties
Serve as the Deputy Director and acts on behalf of and advises the Director J-3/5/7 as they provide support to the DHA Director, Senior Staff, Markets and Military Treatment Facilities (MTFs) of Defense Health Agency.
Provide recommendations regarding future direction for improving business processes, organizational structures, developing concepts impacting long and short-term policy, goals, objectives, operations, and recommending methods to achieve them.
Assist the Director J-3/5/7 with policy and direction around financial operations, optimization of resources, and development of policies and guidance to enable Defense Health Agency to fully leverage existing and new resource flexibilities.
Communicate to staff policies, procedures, and directives of higher-level management or headquarters and watches for cultural resistance or other gamesmanship that can block progress.
Supervise planning and execution of work by subordinates; exercises supervisory management responsibilities; determines priorities and ensures Directorate-wide coordination that considers the needs of the whole component.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes assigning work to employees based on work prioritization needs, developing plans of action based on arising problems, advising leadership on business processes and developing policies/procedures for dissemination throughout the branch. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
