Duties
The purpose of the position is to review, analyze, develop, publish, promote, and implement awareness of enterprise-wide HHS information technology (IT) security and/or system development life cycle (SDLC) policies and standards. The incumbent will draft and issue policies, procedures, and supporting templates to implement IT standards into Agency operations.

Qualifications
GS-11: You must meet the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
Experience: You must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
AND
Specialized Experience:
GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing at least three of the duties listed below:
Implementing interoperable information technology systems.
Tracking progress of information technology (IT) projects to ensure deliverables are met.
Communicating project updates or status' to management.
Implementing an enterprise-wide IT system development life cycle.
GS-12 Applicants must demonstrate that they meet the following Basic and Specialized Experience requirements as noted below.

GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing at least three of the duties listed below:
Developing interoperable information technology (IT) systems.
Developing project management plans for IT projects.
Providing project updates or status' to management in briefings and written reports.
Implementing an enterprise-wide IT security plan or system development lifecycle management.
