This position is located in the Department of Homeland Security (DHS), Management Directorate (MGMT); Office of Biometric Identity Management (OBIM), Enterprise Planning, Information, and Communication (EPIC) Section. The primary purpose of this position is to serves as an Information Technology specialist performing systems analysis, applications software, project management of other IT specialties. Non-BU: This is a non-bargaining unit position.

Duties

As a Information Technology Specialist, GS-2210-13, your typical work assignments may include: Ensures guidance is followed in order to meet performance levels and other requirements. Understands each phase of the system development lifecycle (SDLC). Makes recommendations on advantageous approaches for enhancing existing systems, or for new system design methodologies to improve system performance. Develops IT projects to meet mission and operational technology needs. Manages IT projects applying PMI and FAC P/PM project management principles, methods and approaches. Serves as the team lead for OBIM SharePoint Services. This involves overseeing the administration, development, and management of the organization's SharePoint infrastructure and management of the organization's SharePoint based Homeland Security Information Network (HSIN) Community of Interest and associated sites. Evaluates a broad range of software/hardware systems and develops implementation techniques for integration into the existing IT environment. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE To qualify for the GS-13 grade level the applicant must possess one year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Coordinates with various sections and offices to ensure that the organization's SharePoint system is used effectively, enhancing collaboration, and increasing productivity. Evaluates a broad range of software/hardware systems and develops implementation techniques for integration into the existing IT environment. Analyzes risks and ensures projects stay within scope, cost, and schedule. Develops program fixes or circumvention for systems software failures when vendor assistance is unavailable. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
