About the Position: This position will serve as an Explosives Safety Manager for the 1ST CAV DIV AUG TDA FRSA Office. The position directs, manages, oversees, controls, implements, and evaluates the effectiveness of the Corps, and subordinate units, explosives safety program.
Duties
Serve as the Explosives Safety Specialist for the Division Safety Office, with the primary functions of Ammunition, Explosives and Radiation Safety Specialist, reporting directly to the Safety Director, 1CD.
Plan, organize, evaluate, coordinate, and assist in the implementation of these programs for the Division and subordinate commands.
Develop objectives and programs consistent with applicable Codes of Federal Regulations (CFR) and Army Regulations.
Responsible for monitoring a wide variety of high-risk operations, facilities, and environmental conditions.
Serve as the Command Explosive Safety Specialist is responsible for the Divisions Ammunition and Explosive Safety Program technical expert.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated "Mission Essential". In the event of severe weather or other emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has been designated as Emergency-Essential and is a deployable position. In accordance with AR 690-11, this position has been designated as "Emergency-Essential".
- This position requires completion of a pre-employment Physical Examination and an annual examination thereafter.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
- Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position requires the incumbent to possess or be able to obtain and maintain a U.S. Government Vehicle Driver's license within 30 days of employment.
- Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and Nuclear Biological and Chemical (NBC).
- Incumbent must possess the Professional Certificate Safety Occupation Health Level 1 (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates or obtain them within 12 months of start date.
- Incumbent must complete all required training and achieve the Professional Certificate Explosive Safety Level 2 (PCES2) within 24 months of start date as outlined in the 0018-job series Master Training Plan.
- This position may require the incumbent to wear a military Army Combat Uniform (ACU)/duty uniform when deployed, or in the field environment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position may require the incumbent to wear a military Army Combat Uniform (ACU)/duty uniform when deployed, or in the field environment.
- Position requires temporary duty in environments/quarters similar to military personnel.

Specialized Experience: One year of specialized experience which includes evaluating practices and conditions to identify and resolve unsafe munitions handling, transporting, storing, testing, and disposal operations; monitoring explosives safety program to determine compliance with established policies and regulations; implementing specialized safety activities to eliminate or reduce the potential for injuries to employees and damage to buildings, aircraft, equipment, machines and other property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
