About the Position: This position will serve as the Explosives Safety Specialist for the 1st Cavalry Division Safety Office performing primary functions of Ammunition, Explosives and Radiation Safety Specialist.
Duties
Serve as the technical expert for the 1st Cavalry Division Ammunition and Explosives Safety Program.
Plan, organize, evaluate, and coordinate the implementation of ammunition, explosives and radiation programs for the Division and subordinate commands.
Advise the Division Safety Director and Commanders on Ammunition and Explosive Safety to prevent accidents involving life, property or the environment.
Monitor high-risk operations, facilities, and environmental conditions for safety compliance.
Act as Radiation Safety Officer (RSO) responsible for the command wide Radiation Protection (ionizing and non-ionizing) Program as it applies to Ammunition and Explosives.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is designated "Mission Essential". In the event of severe weather or other emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has been designated as Emergency-Essential and is a deployable position.
- This position requires completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position is subject to a pre-employment Drug Test screening, and random testing thereafter, to include testing based on reasonable
suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position requires the incumbent to possess or be able to obtain and maintain a U.S. Government Vehicle Driver's license within 30 days of employment.
- This position requires that the incumbent be able to meet weapons qualification requirements.
- This position requires the incumbent to wear protective clothing suitable for the work environment.
- This position requires the incumbent to obtain and maintain standard Army safety program certification along with required continuous education, explosives training and training in a tactical field environment.
- This position requires a physical examination for deployment to include immunizations appropriate for overseas/deployment location(s).
- This position is subject to recall during recall/emergency situations.
- This position may be subject to mandatory overtime.
- This position may require Nuclear, Biological and Chemical (NBC) Training annually and as necessary to meet expeditionary requirements.

MINIMUM QUALIFICATIONS for GS-11:
Specialized Experience: One year of specialized experience which includes applying safety and occupational health laws, regulations, and procedures to provide guidance for explosive, radiological, or industrial operations; and conducting safety and occupational health inspections or accident investigations in support of a safety and occupational health program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
MINIMUM QUALIFICATIONS for GS-12:
Specialized Experience: One year of specialized experience which includes evaluating practices and conditions to identify and resolve unsafe munitions handling, transporting, storing, testing, or disposal operations; monitoring an explosives safety program to determine compliance with established policies and regulations; implementing specialized safety activities to eliminate or reduce the potential for injuries to employees and/or damage to buildings, aircraft, equipment, machines or other property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
