About the Position: This position will serve as an Explosives Safety Manager for the Corps Safety Office. The position directs, manages, oversees, controls, implements, and evaluates the effectiveness of the Corps, and subordinate units, explosives safety program.

Duties

Serve as the explosives safety Subject Matter Expert (SME) for the implementation of a comprehensive explosives safety program for all activities within the Corps and assigned units. Evaluate technical aspects of the explosives safety program for compliance with safety standards under Department of Defense (DoD), Department of Army (DA), Host Nation, North Atlantic Treaty Organization (NATO), and other regulatory guidelines. Analyze accident and incident reports, procedures, organizational and program documents, and other information and regulations to detect problem areas, compliance or noncompliance with explosives safety program regulatory requirements and guidelines. Coordinate within the Command, U.S. Army Technical Center for Explosives Safety (USATCES), DA, senior engineers, test directors, health physicists, and industrial hygienist personnel regarding the explosives safety program. Prepare explosive safety site plans and safety submissions through higher headquarters, U. S. Army Technical Center for Explosives Safety (USATCES), for DoD Explosives Safety Board (DDESB) review and approval.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is designated "Mission Essential". In the event of severe weather or other emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has been designated as Emergency-Essential and is a deployable position.
  • This position requires completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position is subject to a pre-employment Drug Test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position requires the incumbent to possess or be able to obtain and maintain a U.S. Government Vehicle Driver's license within 30 days of employment.
  • This position requires that the incumbent be able to meet weapons qualification requirements.
  • This position requires the incumbent to wear protective clothing suitable for the work environment.
  • Incumbent must possess the Professional Certificate Safety Occupation Health Level 1, Professional Certificate Explosives Safety Level 1, and Professional Certificate Explosive Safety Level 2 certificates outlined in the 0018 Master Training Plan.
  • This position requires a physical examination for deployment to include immunizations appropriate for overseas/deployment location(s).
  • This position is subject to recall during recall/emergency situations.
  • This position may be subject to mandatory overtime.
  • This position may require Nuclear, Biological and Chemical (NBC) Training annually and as necessary to meet expeditionary requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Note: This is a Fire, Occupational Health, and Safety career position. Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level 1 (PCSOH), the Professional Certificate Explosives Safety Level 1 (PCES1), and Professional Certificate Explosive Safety Level 2 (PCES2) certificates, as outlined in the 0018 job series Master Training Plan.
