This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as the Budget Officer and Branch Chief for the Resource Management Branch, Executive Business Operations Division, Office of the Chief of Staff of the Army (CSA), Arlington, Virgina.

Duties

Define objectives, interpret policy promulgated by authority's senior to the immediate supervisor, and determine their effect on program needs. Provide interface and support between the customers and industrial partners to enable appropriate system sustainment. Review, analyze, and interpret legislation, appropriation language, Office of Management and Budget (OMB) directives, and Department of Defense (DoD) guidelines, Defense Finance and Accounting Service (DFAS), and Army instructions and regulations. Recommend necessary changes and revisions to guidance and recommends re-distribution/re-programming of funding based upon concise statistical analyses. Develop cost-benefit analyses of proposed budgetary and program actions. Supervise, manage, develop, and direct the work of a civilian subordinate staff. Provide briefings, updates, advice, and recommendations on all budgetary aspects to program and senior management officials. Prepare formal budget forecasts and reports.

  • Must be able to obtain and /or maintain a Secret security clearance.
  • May be required to serve a one-year supervisory probationary period.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience which includes analyzing/advising on all phases of budget, such as planning, formulation, justification, presentation, execution, and/or review of an organization's fiscal program and budget; developing resource (manpower and funding) guidance such as organizational priorities, recommending distribution of constrained resources, and/or performing continuous review and analysis of the utilization of resources; managing internal controls, financial business practices and/or systems for regulatory compliance; coordinating budgetary actions for assigned programs across agencies and/or departments. This definition of specialized experience is typical of work performed the next lower grade/level position in the federal service GS-13.
