About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Drum, New York.

Duties

Serves as a Cyber Security Information Technology (IT) Specialist (INFOSEC) working under the general supervision of the Chief, Cyber Compliance Branch, Northeast Regional (NER) Network Enterprise Center (NEC) Responsible for providing, but not limited to the ARMY IT Portfolio services support to regional and installation users for ensuring IT functions and requirements are met and provided to satisfactory levels. Responsible for assisting with project management functions such as creating Performance Work Statements (PWS), acquisition packages, and business case analysis meeting NER NEC management and higher Headquarters’ regulatory requirements. Responsible for organizing, coordinating, scheduling changes, and identifying new requirements to meet day-to-day and future mission IA requirements for the installation networks/communications modernization and long-term life cycle.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
• Must be able to obtain and maintain a Secret Security Clearance.
• Overtime and on-call duty may be required to include nights, holidays, and weekends in support of related. Required to perform 24X7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.
• Position may be designated IAT I/II/III or IAM-I/II/III as needed and must be Information Assurance trained/certified IAW DoD Directive 8570.1-M, AR 25-2, within 6 months of appointment.

Specialized experience would be demonstrated by - Providing software patch management for endpoints in accordance with the Information Assurance Vulnerability Management (IAVM) and Common Vulnerability Exposure (CVE) programs. - Providing analysis, reporting, and assessing countermeasure effectiveness against risk for Cybersecurity incidents. - Preparing authorization documents, status reports, risk analyses, and other technical documentation as required to fulfill network security compliance. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
