About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Manage the UNCLASSIFIED and CLASSIFIED Local Area Networks (LANs), Wide Area Network (WAN), Defense Information System Agency (DISA) Point of Presence (POP)
and attached circuits, LMR, Video Teleconferencing (VTC) systems, Voice over IP (VoIP) telephony systems, supporting network infrastructure, and the Fort Drum Telecommunications.
Provide design and implementation of the efficient and effective interaction of all interconnected data processing devices, systems and independent LANs, both on the installation and at remote locations
Formulate short and long-term goals across the branch that takes broad view and achieves significant results in support of organizational goals and long-term vision that include Local Network Enterprise Centers (LNECs) in the AOR.
Work closely with other RNEC Branch Chiefs to develop workflow interfaces to streamline services delivery and support of the customer.
Ensure work requests are entered into automated system by branch personnel for tracking, trend analysis and historical data mining by end of
year.
Articulate resource requirements to achieve AITP service level standards and submit a FY budget.
Supervise civilian and contract personnel involved in network, VTC, LMR, Inside plant and Outside plant telecommunications and infrastructure.
Plan regular work assignments, prepare plans to meet substantial changes in workload, and justify revisions in staffing levels, work priorities and deadlines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position may be considered Mission Essential.
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Must possess or be able to obtain motor vehicle operator’s license.
- Call back and emergency duty are regular requirements of this position.
- Position is designated Non-Critical Sensitive requiring the incumbent be able to obtain and maintain a SECRET security clearance.
- This position may require overtime, shift work, weekends, holidays and nights.
- This position may be subject to be on-call with a two-hour call back requirement.

Leading and advising cybersecurity compliance IT Specialist ensuring compliance of multisite, classified and unclassified networks and systems; ensuring and reporting on endpoint and network compliance with information assurance vulnerability management program through the use of endpoint security solutions and compliance scanning tool; overseeing and evaluating process related activities that facilitate monitoring, tracking, analyzing, and reporting operational activities; and leading a team of Information Technology professionals focused on Network and Voice Operations.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
