Duties
The incumbent serves as an Information Technology (IT) Specialist with a multi-disciplinary architectural and engineering team at Civil Engineering Unit (CEU) Oakland, CA. As an IT Specialist with duties as an administration of IT systems; oversees the administration of databases, performs systems analysis and management, and contracting officer representative in support of the CEU mission.

Qualifications
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following:
Applying database management concepts, principles, methods, and practices to design, develop monitor and maintain an IT database.
Knowledge of Computer Aided Designed (CAD) software and hardware.
Evaluating and monitoring system performance.
Providing IT information, resolutions, discussions, and briefings to various audiences.
Diagnosing faulty software and hardware and managing system restoration.
Preparing correspondence and recommendations regarding database and civil engineering management issues.

Applicants may substitute successful completion of 3 years of progressively higher-level graduate education OR Ph.D. equivalent graduate degree (such as an LL.M, if related).
OR
A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.
