This position is in the Chief Technology Office (CTO)/ Product Engineering Service (PES)/ Software Product Management (SPM) of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT). OIT is responsible for the implementation of information technologies that are aligned with the business strategies of the Veterans Administration, Veterans Health Administration, Veteran Benefits Administration, National Cemetery Administration and corporate offices.
Duties
Duties:
Develops and maintains business, systems, and information processes to support enterprise
mission needs; develops information technology (IT) rules and requirements that describe
baseline and target architectures.
Define appropriate levels of system availability based on critical system functions and ensure
that system requirements identify appropriate disaster recovery and continuity of operations
requirements to include any appropriate fail-over/alternate site requirements, backup
requirements, and material supportability requirements for system recover/restoration.
Identify and prioritize critical business functions in collaboration with organizational
stakeholders.
Provide advice on project costs, design concepts, or design changes.
Analyze candidate architectures, allocate security services, and select security mechanisms.
Analyze user needs and requirements to plan architecture, including develop enterprise
architecture or system components required to meet user needs.
Capture and integrate essential system capabilities or business functions required for partial
or full system restoration after a catastrophic failure event.
Plan implementation strategy to ensure that enterprise components can be integrated and
aligned.
Translate proposed capabilities into technical requirements.
Document how the implementation of a new system or new interface between systems
impacts the current and target environment including but not limited to security posture.

Physical Demands: Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.
Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risk or discomforts that require normal safety precautions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

Minimum Qualifications Requirements
EXPERIENCE: To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below. Ensure that this experience is clearly described in your resume:

Specialized Experience for GS-14: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Specialized experience is defined as: Project or program management; such as requirements, analysis, project planning, budgeting, cost analysis, acquisition, configuration management, data management, information systems, network security and IT architecture.

Selective Placement Factor 1: 2 or more years experience with enterprise level product replacement (i.e. change management, training,
running concurrent systems).
Selective Placement Factor 2: 2 or more years experience with providing leadership to teams in the analysis, design, development, and implementation involving using new technology approaches related to Information Technology (IT) services or programs to resolve issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
