You will serve as a CONTRACT SPECIALIST in the POLICY, PLANS, AND REQUIREMENTS DIVISION of the WHITE HOUSE MILITARY OFFICE. Salary for the GS-13: $117,962-$153,354 per annum Salary for the GS-12: $99,200-$128,956 per annum

Duties

You will provide guidance and support to all Division requirements and augment, as necessary, other project team Project Managers, inspectors, and Contracting Officers. You will be directly involved with projects and programs directly affecting the security and functions of the President of the United States and in support of various Department of Defense (DoD) and interagency programs. You will serve as an acquisition advisor for facilities and supply contracting programs. You will be required to do Economy Act interagency transfers on a periodic basis, including Justifications and Approvals, Determination and Findings, interagency negotiations, and development of business clearances and price negotiation memorandums.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

For the GS-13 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as an acquisition advisor providing comprehensive direct support on construction or facility support/services contracts; 2) Serving as a technical expert on broad range of contracting methods and contract types sufficient to independently perform pre-award, post-award, contract price/cost analysis, and other highly specialized or complex functions; 3) Assisting customers in the development of acquisition strategies for services and supplies over the Simplified Acquisition Purchase (SAP) threshold; 4) Utilizing skills negotiation strategies and techniques so as to be able to negotiate highly complex procurements of extensive services, new and/or innovative technology, and/or equipment. NOTE: Experience must be fully documented in your resume to be considered qualified. For the GS-12 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing contract procurement, administration and management support to the entire contracting team; 2) Identifying potential funding and production problems and initiates remedial or corrective actions; 3) Assuring contract compliance with cost accounting standards or Office of Management and Budget administrative requirements. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
