As a Division Director for the Office of Acquisition, you will provide overall leadership, planning, coordination and oversight for the division to support all PBS programs and activities within the National Capital Region.Location of position: Office of Acquisition, Public Buildings Service (PBS), National Capital Region (NCR), General Services Administration (GSA)We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Oversee the management of the acquisition workforce, including training and development. Develop long-range plans and sets program goals and objectives taking into consideration any changes in program emphasis or functions. Provides broad oversight and support of acquisition data management. Provide a broad range of contracting services.
Serve as the senior contracting officer for their division. Approve multi-year and longer-range work programs developed by subordinate supervisors. Ensure accomplishment of overall organizational work goals and objectives. Determine the need for organizational changes at the division level and has authority to effect such change. Analyze and evaluate cost involved for centralized procurement operations and determines methods of reducing costs without impairing the program; responsible for identifying region wide initiatives to streamline the contract program and reduce operating costs.
Develop and oversee the procurement training and education program for the division. Ensure implementation of a viable training program. Ensure the continued professional development of procurement professionals. Responsible for identifying region wide initiatives to streamline the contract program and reduce operating costs.
Represent the Office of Acquisition on committees, work groups, etc. Conduct hearings of grievances as well as settling complaints which have not been settled by subordinate supervisors. Manage the development of national policy changes in response to new legislation or directed change to the structure and content of the organization or program areas. Develops and communicates, through central office, policy and interpretation, development of implementing guidelines, and best practices for national application.
Direct the work of the associates through subordinate supervisors. Evaluate subordinate supervisors' work performance, reviews their evaluations of other employees, makes individual selections for supervisory positions and recommends selection for supervisory and nonsupervisory positions.

1102 Qualifications GS-13 & above:
You must meet the requirements in 1, 2, or 3 below:
1. All of a, b, and c below:
(a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is: having experience as a supervisor leading and managing employees performing the full range of acquisition and procurement of supplies and services. Such experience must include the following:• Establishing critical elements, setting performance standards, and evaluating employee performance;• Overseeing the development/implementation, and communication of policies that directly affect the terms and conditions necessary to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts;• Ensuring that agency regulation and guidance implement statutory requirements and sound policies across the entire spectrum of procurement;• Managing or supervising experience that includes planning and/or evaluating operations; and overseeing the organization's technical and managerial activities relating to the contracting function.
