The primary purpose of this position is to develop and maintain long and short range Depot Maintenance Service (DMS) workload plans for a segment of organic, interservice and/or contract repair work under the Depot Maintenance Activity Group (DMAG), and to market AMARG's services.

Duties

Participates in negotiating the Depot Maintenance Service (DMS) Depot Maintenance Activity Group (DMAG) work requirements for the fiscal, budget and out years, in addition to determining man-hour and funding requirements to workload the Center to capacity. Assists customers and the Division in developing DMS, DMAG requirements. Prepares projected financing, conception to completion. Evaluate production to ensure quality of product and actions taken on problems. Represents and communicates capabilities to customers in order to generate additional workload.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes serving as focal point for determining customers' requirements and acceptance of workloads; assists in the formulation of workload agreements, statement of work and authorizes the expenditure of resources; markets Group capabilities, inter-service agencies and activities; and leading and defining procedures and requirements for aerospace vehicles and associated ground equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A Ph.D. or equivalent doctoral degree; 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of the organization, programs, mission, capabilities and functions of AMARG and AFMC in order to accomplish assigned planning/management and funding functions and provide staff assistance to the commander on projects/programs required. 2. Ability to gather, review, analyze, and interpret programming data, from a variety of sources, to provide management products and information to forecast AMARG's capabilities, short-to-long range plans, and workload projections. 3. Comprehensive knowledge of HQ AFMC and HQ USAF funding procedures and requirements for the purpose of computing workload estimates based on sales rates and projected hours. Ability to accomplish staff studies relative to the acquisition of new and/or changing workloads and implement new or changed procedures. 4. Ability to evaluate and analyze required MAJCOM reports applicable to the organization for conformance, effectiveness, and methods improvement in preparation utility and application validity prior to submission. 5. Ability to develop and implement additional programs and informational products which enhance the ability of the Center to improve and validate future programming and work loading. 6. Knowledge of a variety of aircraft systems and their complexity sufficient to define problems, identify the best approach, and plan projects for which there are no standard data available and for which there is little precedent experience. 7. Ability to effectively communicate, orally and in writing, with senior military officers, customers, and civilian officials. WORK ENVIRONMENT: Work is typically performed in an office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
