Duties
The primary purpose of this position is: To serve as HQ Senior Air and Space Operations technical expert and advisor for HQ 12 AF (AFSOUTH) and Executive Director, 12 AF (AFSOUTH) Operations Directorate.
Serve as Senior Air and Space Operations Official.
Exercises supervisory personnel management responsibilities.
Serves as Executive Director, Air and Space Operations Directorate (A3).
Represents the A3 and C-NAF Commander (Maj Gen) with a variety of outside agencies and installation organizations to include but not limited to Assistant Secretaries of Defense, HQ Air Force, HQ US Southern Command and HQ Air Combat Command, MILGRP staffs and US Embassy staffs (up to and including Ambassadors (4-star equivalents)).

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Completion of Command and Control Warrior Advanced Course (C2WAC) or equivalent high/senior-level command and control, operations and planning education/training course is mandatory.
- This is a Centrally Managed position in the Operations career field.
- This is a supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes
Expert knowledge of Air Force Command and Control of Air & Space Operations, Air Force Forces (AFFOR) roles and responsibilities, and the Combined Air Operations Center (CAOC) mission, functions, equipment and products. Expert knowledge of a wide-range of tactical fighter, strategic bomber, airlift, aerial refueling, reconnaissance, and space system capabilities employment. Expert knowledge of C-NAF, MAJCOM, USSOUTHCOM and Joint Staff missions, roles, functions, organizational structure, management, and operation of large organizations; Joint Planning Process, Planning in Crisis process, Deliberate Wartime Planning, analysis and lessons learned process, Global Force Management processes, Request For Forces/Support processes, and aviation rated personnel management sufficient to make decisions and participate in the development of C-NAF objectives and policies
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Mastery skill and ability to lead, plan, organize, and direct work to meet established deadlines; mentor, motivate, and appraise the staff of an organization through subordinate supervisors; prioritize work to meet established deadlines within available resources.
Expertly skilled in written and oral communication in order to provide executive-level technical advice, briefings, reports, and recommendations to domestic and foreign senior leadership. Highly-skilled in developing interpersonal relationships, maintaining good working relationships, and working cooperatively with organizational personnel and as a member of a team.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
