The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Headquarters Twelfth Air Force (Air Forces Southern), Manpower, Personnel, and Services Directorate (A1).
Duties
Plans, organizes, and oversees the activities of the Twelfth Air Force, Air Forces Southern Command, A1 Directorate.
Exercises supervisory personnel management responsibilities.
Represents the Twelfth Air Force, Air Forces Southern Command with a variety of installation and functional area organizations.
Performs ongoing evaluation and analysis of the operational planning and execution actions, and policy actions in support of major Air Force missions and COCOM/operational and long range planning for 12 AF (AFSOUTH) units, staff, and outside organizations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Key position. The duties of this position meets all requirements as a category 4 designation.
- Position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve")
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a Centrally Managed position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include managing oversight for manpower, personnel and services activities and serving as a strategic advisor associated to plans, programs, organization, requirements and analysis; performing ongoing evaluation and analysis of the operational planning and execution actions, and policy actions in support of major missions and operational readiness and long range planning for units, staff, and outside organizations; and directing, coordinating, and overseeing work through subordinate supervisors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Expert knowledge of C-NAF, MAJCOM, USSOUTHCOM and Joint Staff missions, roles, functions, organizational structure, command and control lines, management, and operation of large organizations; Joint Planning Process, Planning in Crisis process, Deliberate Wartime Planning, analysis and lessons learned process, Global Force Management processes, Request For Forces/Support processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
