Duties
As an IT Specialist (Policy/Planning) (Division Director Capital Planning and Investment Control), you will:
Have the primary leading role in the management of the Capital Planning and investment Control (CPIC) program, guiding and overseeing the selection, control, and evaluation of IT investments through the Agency's CPIC process.
Act as the expert IT administrative subject matter expert and demonstrates proficiency in the areas of program establishment and implementation.
Serve as the OCIO spokesperson regarding IT administrative issues to external interest groups, media, contracting officials, vendor, and high-level technical staff.
Produce decision-oriented work products that are often findings and recommendations that may be of major significance to senior management.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Experience planning and managing IT investment portfolio management, annual budget and forecasting, and cost model deployment; AND
Experience leading the coordination of multiple high profile IT projects and managing IT projects from initial conception to implementation; AND
Experience directing the development of policies and practices for management, planning, use, and evaluation of network operating systems
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
