This position serves as a supervisor within the Financial Management Branch (FMB). Under the general direction of the Branch Chief, you will participate fully and continuously in the formulation, interpretation and execution of national efforts relating to the planning, analysis, budgeting, and evaluation of NIDA research, prevention, training, and research dissemination programs.

Duties

As a Supervisory Budget Analyst, you will be responsible for: Planning, analyzing, organizing, and evaluating the work of the budget office. Setting priorities, monitoring work accomplishments, and ensuring the functions of the office are carried out effectively and efficiently. Observing worker performance and conducting work performance critiques. Providing informal feedback, periodically evaluating employee performance and conducting final performance reviews. Providing advice on budget and financial policy issues which cut across the full spectrum of NIDA's programs and funding mechanisms. Providing analysis and advice on a range of complex financial matters to program managers and staff, including authoritative interpretations of budgetary policy and guidance. Reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications. Collaborating with senior leadership in the planning for new institute initiatives or directions, for changes in existing programs or for reemphasis in program goals to enhance the usefulness and timeliness of the Institute's programs.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level for a Supervisory Budget Analyst, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Recommending advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. and 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.
