This position is assigned to Family Readiness Programs; Fleet and Family Readiness; Commander, Navy Installations Command (CNIC); The Program Analyst (Outreach Coordinator) is responsible for the coordination of activities, management and administration of the initiatives within the CNIC area of responsibility (AOR) directly related to providing outreach opportunities to families.

Duties

Duties include but are not limited to: Serves as the subject matter expert (SME) for Navy-Sponsored, Community-Based Child and Youth Programs serving Navy families who are geographically dispersed or otherwise unable to access CYP services on military installations. Program is specifically targeted to serve Recruiters, Reserve Officers' Training Corps (ROTC) personnel, Sailors on Individual Augmentee (IA) assignment, and eligible U.S. Navy Reserve (USNR) families. Outreach Services include Community-Based Child Care Spaces for working parents and short-term Deployment Child Care Spaces, to include military childcare fee assistance. As the SME, provides installation and community based CYP programming to all military children and youth. Establishes processes to implement required policy and regulations for community outreach programs, and is the Team lead for all Regional CYP Outreach initiatives. Applies professional knowledge to plan, implement, provide quality assessment standards and facilitate the mutual development of on-installation and community outreach services. Works collaboratively establish installation and community-based outreach Services Programs to assist active-duty military personnel, Department of Defense (DoD) civilians, and their family members. The programs will provide a full range of child and youth services through a complex system of on- and off­-installation locations to deliver essential support. Develops contract specifications for program materials and serves as government contract representative for multiple ongoing contracts to establish community-based programming and Exceptional Family Member Program (EFMP) respite services for military families who do not have access to installation CYP programs/services. Develops and executes Memorandum of Agreements/Understandings as appropriate with community-based and non­-governmental organizations to deliver community-based Navy­ Sponsored CYP services/programs while acting as the Navy CYP representative in efforts to develop quality standards, metrics, and accreditation processes for Community based programming. Provides input for policy directives, plans and operational materials for Navy-wide implementation. Acts as the Navy CYP subject matter expert and representative for the DoD online request for care waitlist management system. Serves as the subject matter expert for Navy programs on MilitaryChildCare.com (MCC) to assist programs and headquarters in obtaining accurate information on program waitlists, anticipated placement time of families, and reporting data within MCC. Prepares information papers, reports, surveys, and briefings for Navy staff, DoD, Region, and installation as required. Develops standards, metrics and accreditation processes for Navy-wide implementation. Functions as Team Leader/Program Advisor for installation and region CYP programs. Provides input for appropriate regulatory and policy directives, plans, and operational materials for nation-wide implementation of Navy-Sponsored, Community­ Based Child and Youth Programs. Maintains knowledge of pertinent laws and regulations, including evaluating new or modified legislation to determine financial and programmatic impacts to community based goals. Prepares justification for funding of program resource requirements. Maintains up-to-date statistical data for budgeting, planning and reporting purposes and to meet statutory requirements. Conducts inspections of CYP programs and community based programs, individually or jointly, develops recommendations for corrective actions based on those inspections, and works with programs to implement recommendations. Directs field assist visits to CNIC CYP activities and attends, and often leads, associated meetings, conferences, and working groups. Keeps abreast of current trends and research in program areas through attending professional training opportunities and professional journal readings.

Qualifications

Applicant resumes are the key means for evaluating skills, knowledge, and abilities (KSA) as they relate to this position therefore, applicants are encouraged to be clear and specific when describing experience and KSAs. A qualified candidate possesses the following: Four years of specialized experience planning, coordinating, organizing, managing, and/or implementing child and youth programs within the Department of the Navy (DoN) and/or the Department of Defense (DoD). Comprehensive knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to the CYP. Expert knowledge and understanding of DoD/DON philosophy, goals, vision, policy and programs relating to CYP issues of military members. This includes processes required to develop, evaluate and defend programs to higher levels in DoD, DON and Congress. Knowledge of the pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation. Extensive knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on DON/CNIC/CYP program goals and objectives. Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated fund employees and contractors who work within DoD. Knowledge of research methodology, information retrieval and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys and data search. Knowledge of Equal Employment Opportunity (EEO) program policy, goals and implementation methods involving decentralized and diverse program operations. Skill in developing, organizing, and conducting executive studies through team efforts. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to apply concepts of program management, quality rating, requirement determinations, policy development, evaluative and analytical processes, and program implementation. Ability to discern conflicts and resolve them. Ability to interact with senior staff members of other federal agencies, institutions, and sectors as required producing top quality analysis, insight, and products. Skill in oral and written communications in order to write, interpret and develop policies and procedures; write and present status reports; special reports; and briefings on various subjects to senior leadership. Ability to apply high level, sound independent judgement in the solution of financial problems and the administration of management programs. Ability to exercise a high degree of technical judgment and resourcefulness in evaluating metrics for measurement of effectiveness, efficiency, and productivity. Ability to integrate, coordinate and monitor a wide variety of projects, management processes, and initiatives. Ability to coordinate, evaluate and integrate the work of others into a cohesive final product on a wide variety of program requirements and initiatives.
