This position is located within the Police Service of the VA Medical Center in Wilmington DE. The mission of the Police Service is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities.

Duties

This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization. Serves as a physical security consultant to leadership and Police Services staff; Coordinates physical security programs nationally by coordinating efforts or functions that impact multiple medical centers and sites of care; Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft; Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented; Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements; Collects information and preparing reports on the facility's compliance with VA operations and regulations; Conducts system audits and evaluates reports of alleged security violations; Establishes, develops, and maintains effective working relationships with other staff offices; Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedure, and resolve problems that arise; Participates on special projects and initiatives, and performing special ad hoc assignments; Attends security meetings to gather and share new/changed security program information with security personnel; Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages; Ensures physical security surveys are followed up promptly; Performs related duties as assigned by the Chief of Police. Preferred Experience: Experience in managing a Physical Security program, Managing Leaf portal system access requests and continuous process improvement reviews to improve the overall efficiency of system access requests, experience in serving as Medical Center & Police Service main POC for all Physical Security related upgrades of assigned Police space, Medical Center and Outpatient Clinics. Experience in managing Environment of Care rounding, Physical Security Surveys and Vulnerability Assessments. Demonstrated experience in performing the above duties and presenting documentation/system information for OSLE Program Inspections and regulatory Medical Center inspections such as JCHO, CARF, etc... Work Schedule: Monday - Friday 6:30am - 3:00pm/3:00pm -11:30pm Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: training, leading, coordinating or supervising others in related duties such as: providing physical security support for Veterans Health Administration, Veterans Benefits Administration, National Cemetery Administration and Veterans Administration Regional Office (VHA/VBA/NCA/VARO). Assisting in evaluating risk and developing procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft. Participating with senior-level Physical Security Specialist and provides suggestions to the Chief of Police regarding matters pertaining to security systems and security of other VA/VHA/NCA/VARO assets. Serving on focused groups regarding physical security policy, doctrine, utility and implementation. Providing input in discussions and drafts changes for higher leadership's review and approval. Ensuring security requirements, including appropriate safeguards, cameras, panic and intrusion alarms are implemented. Monitoring and evaluating existing present and planned security projects to ensure timely and quality service conforms to statutory, contractual and technical requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed PH.D or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement in a business, secretarial, or technical school.) Transcripts MUST be Included if you are Attempting to use Education to Qualify OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education that is less than described above, and specialized experience that is less than described above. (For GS-09 level positions only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions when combining experience and education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors. Work Environment: On-site surveys, inspections, and assessments require exposure to a wide variety of working elements, both indoors and outside, general and specialized office space. Clothing is subject to being soiled when checking basements, crawl space, attics and other similar areas. Wearing of safety clothing and equipment when in construction or industrial areas is required.
