The incumbent serves as a Security Specialist - Uniform Compliance Officer ensuring a safe and secure environment across VHA within various settings, including a variety of jurisdictional environments, such as VHA VISNs, Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, and domiciliaries throughout the United States. This is a temporary promotion or detail not to exceed 1 year.
Duties
Core Functions - 60%
Responsible in providing recommendations in the development, and periodic updating of local VA law enforcement and security policy for the Department of Veterans Affairs (VA)
This position assists in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, the prevention of crime, the arrest and prosecution of violators of law, and the proper enforcement of all laws, regulations, directives, and administrative issuances related to the VHA and its associated facilities
Compliance duties consist of auditing, analyzing, and developing reports and action plans related to key program indicators published by the Office of Security & Law Enforcement, Office of Inspector General, Government Accountability Office, and any other agencies conducting audits of the VHA's law enforcement and security programs
The incumbent is a key participant in process improvement initiatives and drives police service in being a High Reliability Organization (HRO)
Serves as the local facility lead for the development of law enforcement and security policy
Ensures reviews of all law enforcement and security directives and manuals to ensure the information contained therein is accurate and up to date
Conducts assessments of policy compliance to identify program weaknesses and areas requiring improvements and recommends changes to the Security Officer
Assists the Security Officer with developing action plans related to the findings, and monitors time sensitive progress to mitigating
vulnerabilities assessed during program reviews
Participates in short- and long-range strategic planning designed to incorporate improvements and lessons learned into program
operations
Key participant in the Office of Emergency Management's Emergency Management Capabilities Assessment Program (EMCAP)
Tracks EMCAP findings and corrective actions related to VHA law enforcement and security program, recommends the creation,
revision, refinement, or modification of policies and procedures as a result of those assessments
VISN Level Responsibilities - 30 Percent
Coordinates quality assurance program across the VISN by coordinating efforts or functions that impact multiple Medical Centers and sites of care. Participates and leads in community of practice (COP) across Medical Centers and VISNs with VHA Police Services
Develops and leads implementation of VISN-wide initiatives on behalf of VHA Police Services and VISN Leadership. Acts on behalf of VISN Police Services leadership and VHA Police Services leadership as needed to coordinate and manage a multi-Medical Center quality assurance program
As required, conducts audits, manage action plans, writes local policy and provides oversight of quality assurance program at other Medical Centers across the VISN
Serves as a quality assurance consultant to VISN leaders, Medical Center Leadership, and Police Services as needed

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of the required specialized experience would include, but are not limited to: Knowledge in advising VISN Security Officer, Chief of Police and Medical Center Leadership on the policy and legal requirements of the Police Service program; Knowledge of criteria, equipment, and techniques of VISN and Facility VA security administration and programs to resolve well-defined questions and conditions that uniquely arise in the course of program activities compliant to applicable VA Law Enforcement guidelines; Knowledge of VA security administration and protection regulations, policies, procedures, and practices to serve as a participant in meetings and ad hoc committees developing local VA implementing plans and instructions; Knowledge of the interrelationship of personnel, information, industrial, automation, counterterrorism, police program evaluators, and VIP visits; Knowledge and skill in applying analytical and evaluative methods and techniques in implementing policy and program requirements related to police programs; Knowledge and skill to translate audit and program review findings into actionable improvement plans; Knowledge and skill in developing policy based on regulatory requirements and national program guidance; Interpersonal skills in negotiating barriers and conflicts in developing and implementing Police policies which may overlap with other programs and interests; Knowledge and skill in developing formal proposals, business plans and presentations to persuade buy in at all levels of the organization in order to effectively carry out methods, techniques and policies to protect human and capital assets of the organization.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education in excess of the amount required for the next lower grade level combined with experience. Education requirements at the GS-09 level are: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Lautenberg Amendment: Authorizes the incumbent to carry a firearm. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel. Travels up to 25% if needed.
