This position serves as the Deputy Chief of Police and is located in the Police Service of the Wilmington VA Medical Center (VAMC) in Wilmington, DE. Responsible for the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people. This is a temporary promotion or detail upto 1 year

Duties

Personnel/Training - 25 Percent Observes, evaluates and prepares reports on the performance of department personnel Develops programs to alter the behavior of employees whose work performance is below acceptable standards Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs Develops solutions to continuing problems in the quality of work and operating effectiveness ,and takes or recommends necessary corrective actions Resolves technical work problems not covered by precedents or established policies Hears grievances and serious employee complaints to resolve or recommend solutions Reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management Approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters Deals with union officials and others on matters involving collective bargaining members Physical Security - 25 Percent Assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director Responsible for assisting in the development of the physical security plans and objectives and for collaborating on behalf of the Chief in producing Medical Center policies which address the full scope of the facility's law enforcement and security program Actively participates in major and minor construction projects during all phases of the project(design, review, construction, activation, etc.) to help ensure VA's physical security requirements are properly met and support VA's safety and security goals Conducts or provides assistance in physical security surveys and vulnerability assessments on schedules set-forth by VA Assists in analyzing findings to determine weaknesses, prioritizes vulnerabilities and determines necessary courses of action to mitigate risk Police Security and Administration - 25 Percent Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area Helps to keep senior facility leadership informed regarding program successes and vulnerabilities and collaborates with leaders to address concerns, resolve program issues and/or address resource needs Serves as a management designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the VA, Office of the Inspector General-Criminal Investigation Division (OIG-CID), F.B.I., D.E.A., A.T.F., Secret Service, State Police and local law enforcement agencies Responsible for aiding in the establishment of Memorandum's of Understanding (MOUs) with law enforcement agency executives responsible for the jurisdictions in which VA has facilities Represents the Chief at Department and Facility/HCS at meetings, conferences, events and with outside agencies Participates in State FUSION Center information sharing on behalf of the Chief Police and Security Operations - 20 Percent Manage the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model Assists in the development and modification of new Veteran-specific policies and procedures to accommodate the unique needs of Veterans with mental illness, PTSD, TBI, etc. The position is focused on improving relationships between Veterans and Police by engaging in non-confrontational encounters to decrease the possibility of violent incidents Equipment/Weapons/Weapons Control - 5 Percent Manages procurement and the accountability of equipment used by and assigned to police service Responsible for supporting the Firearms Program at the facility level, ensuring that critical elements of the program are met, i.e.; weapons training certification, inventory control of weapons and ammunition and supporting supplies Firearms program liability requires that all weapons related responsibilities be accomplished without deficiencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: You will be rated on the following Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of security administration programs, how to integrate systems, provide the appropriate application, and coordinate among the differing needs of a variety. of departments in order to execute tasks knowledge to work through overlapping and conflicting requirements pertaining to security knowledge, in addition to that at the lower levels, of a wide range of security concepts, principles, and practices to review independently, analyze, and resolve difficult and complex security problems knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs. Competencies for this position: Education and Training Managing Human Resources Physical Security Security Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g (9). Lautenberg Amendment: Authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9) Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
