This position assists in ensuring compliance with law enforcement operations and policies designed to ensure the preservation of the public
peace, the protection of life and property, the prevention of crime, the arrest and prosecution of violators of the law, and the proper enforcement of all laws, regulations, directives, and administrative issuances related to the VHA, and law enforcement services provided to VBA and NCA.
Duties

Evaluates risk, develops physical security procedures and measures to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft.
Provides suggestions on matters pertaining to security systems and security of assets.
Conducts security surveys to identify conflicts with security requirements/regulations and recommends actions.
Conducts system audits and evaluates reports of alleged security violations.
Provides input and drafts changes regarding physical security policy, doctrine, utility and implementation.
Ensures security requirements and appropriate safeguards are implemented (including cameras, panic and intrusion alarms).
Coordinates an organizations physical security program and manages efforts or functions that impact multiple sites.
Participates and leads in community of practice across departments and organizations.
Develops and leads implementation of improvement initiatives within an organization.
Conducts audits and provides oversight to multiple police services under a large organization.
Collects information and prepares reports on facility compliance with operations and regulations.
Develops various physical security-related documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages.
Seeks out and questions witnesses and suspects and takes testimony.
Investigates complaints, tips, develops leads, and obtains physical evidence.
Performs criminal and non-criminal investigative duties with emphasis on white-collar crime.
Plans and conducts investigations of alleged violation of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, and conflict of interest
Investigates violations with other agencies resulting in jurisdictional problems because suspects activities are the concern of other Federal investigative agencies..
Collects enough evidence to support a court case against a criminal.
Confers with the U.S. Attorney's office or other outside law enforcement agencies as appropriate to dispose of or to proceed with a case.
Gather's, analyzes, and reports on complex financial, observational, and other information in order to establish its evidential value and sufficiency.
Seeks, detects and protects all evidence, victims and witnesses.
Questions/takes statements from victims, witnesses, complainants and interrogates suspects ensuring clarification of conflicting statements.
Consolidates ostensibly disparate facts, events and other types of intelligence material and develops information and applies guidelines and techniques for the detection, apprehension and persecution of persons attempting to violate or circumvent laws
Explains to the jury the significance of evidence as it relates to proof that a crime was committed
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024.
Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.
You may qualify based on your experience education as described below:
GS-13 Specialized Experience Requirement: Do you have have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service? In order to meet the minimum qualifications for GS-13, you must meet 5 of 7 of the following examples of specialized experience.
Apply fedral, state and local laws; VA policies and regulations; and security administration methods to resolve security issues and threats
Resolve conflicts in policy and program objectives
Provide feedback to top-level agency law enforcement and security representatives
Revise existing regulations or develop new guidelines to address security issues
Member of multiple multi-disciplinary committees at the VHA regional level
Plan, organize, direct studies to develop long range (e.g., 5-10 years) forecasts
Recomend or modify methods to enhance the efficiency of applications of evolving technology and interagency security projects
Preferred Experience: Preferred experience will be used to identify highly qualified applicants; no applicant will be disqualified for lacking preferred experience.
Physical Security Planning and Implementation: Expertise in developing, coordinating, and executing physical security plans, including vulnerability assessments, access control, perimeter security, and surveillance systems.
Investigative Skills in Criminal and Security Incidents: Demonstrated experience conducting criminal investigations, particularly related to security breaches, theft, vandalism, or sabotage, using proper investigative techniques.
Federal Security Standards: Strong knowledge of federal security directives and standards, such as the Interagency Security Committee (ISC) guidelines and VA physical security policies, to ensure compliance in high-security environments.
Threat Assessment and Risk Management: Ability to evaluate and mitigate risks through comprehensive threat assessments, applying risk management methodologies in securing government assets and personnel.
Collaboration with Law Enforcement and Security Agencies: Experience working alongside federal, state, and local law enforcement and security agencies in investigations, emergency responses, and multi-agency operations to ensure a cohesive approach to criminal and security matters.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. There may be some periods where the work involves inspecting buildings and various physical security locations that requires physical exertion and strenuous physical effort. Such work involves physical activity when performing pre-assessments and other in-person review of locations. There also may be some emergency situations where the employee may be called upon to defend themselves and members of staff, patients, or the public against physical attack, and assist with rescue operations and disaster relief. The incumbent carries firearms and other agency weapons while performing work.
