You will serve as a Financial Management Analyst in the Financial Department, Naval Submarine Support Facility New London, Groton, CT.

Duties

You will serve as Financial Improvement and Audit Readiness (FIAR) Analyst for Naval Submarine Support Facility (NSSF). You will review existing laws, directives, policies and guidelines and ensure subordinate commands' compliance with applicable DOD policy and procedures. You will develop and implement processes, tools and training to accurately, thoroughly, and timely accomplish audit response activity. You will assist all commands with maintaining efficient business procedures, adequate internal controls, and compliance with auditability requirements. You will assist with NSSF financial audit efforts such as discussions, walkthroughs, site visits, information/documentation requests, testing, findings and corrective actions in support of Command audit readiness assertions. You will participate on the Business Process Improvement (BPI) team and coordinate with NSSF stakeholders to minimize high risk areas within the financial business process.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Selectee may be required to successfully complete a probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a bargaining unit position.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience working with the policies, precedents, regulations, and procedures of budget formulation and execution. Experience with the regulations and procedures of Financial Improvement and Audit Readiness. Experience using administrative and financial management systems to achieve financial objectives. Experience analyzing budget estimates to avoid potential funding shortages for program requirements. Experience interpreting the impact of and planning for financial/budgetary and program changes.
