Duties
This position is located in the Technology Directorate (TD) of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, Technology Directorate (TD), administers the Division's technology program, including automated litigation support, management information systems, and office automation systems to support the Division's attorneys, economists, and managers. The incumbent serves as an Information Technology Specialist (Network) within the Division, reporting directly to the Engineering and Operations Section (EOS) Chief, and ultimately the TD Director and Chief Information Officer (CIO).
As a Information Technology Specialist (NETWORK), responsibilities of this position will include, but are not limited to:
Provides senior level leadership, oversight, and expertise for network services and functions involving the most complex and difficult issues and problems that significantly impact agency IT programs and functions.
Develops and implements policies and procedures pertaining to network services and systems for use throughout the organization and agency to ensure the reliability and accessibility of systems.
Oversees and directs efforts to configure network systems and components, and to perform testing and quality assurance activities to ensure the effective functioning and performance of network systems.
Employs advanced program and project management techniques and methods to lead, manage, and coordinate major IT program segments and projects, including identifying issues and approaches, determining resource requirements, providing direction and guidance to other program/project staff, ensuring outcomes are consistent with objectives and requirements, and keeping management officials informed of progress, milestones, issues and problems, and accomplishments.
Leads or manages the installation, testing, maintenance, and upgrading of network hardware and operating systems software, and the configuration and optimization of network servers, hubs, routers, switches, and other components.
Establishes procedures and policies, estimates, and substantiates budget, as well as procurement data, explaining effect of new programs related to networking services in terms of functionality; creates and updates detailed network diagrams; and presents new ways IT investments can contribute to the mission/business strategy and assist the ATR in providing baseline services.
Advises staff and senior managers on proposed standard DOJ technical architectures, setting information standards, and setting standards for software design and development, software and hardware configuration management, IT acquisition management, and testing and operation evaluation of IT network programs, applications, equipment, and telecommunications networks.
Leads programs, task forces, and project teams in accomplishing advanced IT systems, software, and hardware project efforts, and functions as an expert technical authority on network services and functions.
Provides expert technical advice, guidance, and assistance to management officials and other technical and program staff in planning, designing, developing, testing, installing, and maintaining network systems used in the transmission of information via data, video, or voice.
Prepares and presents information and briefings on critical, complex, or controversial network issues and problems to senior level management officials and program staff.

Qualifications
To qualify for the position of Information Technology Specialist (NETWORK), GS-14 level, you must meet the Basic Qualification Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume. resume must reflect at least one year of specialized experience equivalent to the GS-13 level.
Basic Requirements:
Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses highly technical information (i.e., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; AND,
Problem Solving - Conducts extensive investigation and analysis to determine the nature and scope of problems and devise solutions.

Specialized Experience:
Your resume must reflect at least one year of specialized experience equivalent to the GS-13 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.
Examples of qualifying specialized experience at the GS-13 level include:
Analyzing and evaluating network services and functions concerned with integrated systems of IT programs and/or IT equipment;
Providing expert advice, guidance and leadership on complex and broad network services, systems, and issues in support of the design, development, or implementation of agency IT networks, programs, systems, and services;
Leading and managing the development, implementation, and maintenance of IT networks and associated programs, policies, and procedures;
Using project management principles and methods in order to lead, plan, organize, and carry out major network programs and projects of critical importance to the agency IT systems and services.; AND,
Developing strategic approaches and solutions to resolve the most complex and unprecedented network issues and problems.
