The primary purpose of this position is: Provide subject matter expertise to the Joint Military Information Support Operations WebOps Center (JMWC) Special Operations Forces (SOF) to support the identification, validation, and prioritization of training requirements associated with the full scope of combat operations.
Duties
Develops and assesses USSOCOM requirements/capabilities and assists in the acquisition guidance necessary to develop, process, field, and sustain all special operations training systems.
Serves as a USSOCOM lead for the Doctrine, Operations, Training, Materiel, Leadership and Education, Personnel, Facilities, Policy (DOTmLPF-P) review and endorsement process supporting the SOF Enterprise.
Represents USSOCOM as a decision-making member within working groups, integrated product teams, and committees where joint identification, validation, and prioritization of SOF-peculiar requirements and training systems are determined.
Provides requirements management and acquisition guidance when performance characteristics, training requirements, scheduling, and cost baselines may not be met.
Incumbent is responsible for ensuring that Classified National Information Protection security disciplines are fully
covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet
mission requirements.

Qualifications
Conditions of Employment Continued:
Work is performed in a daily basis in a classified secure facility, requires daily access to classified local and wide area networks, and the position has a recurring requirement for TS/SCI access. Prior to appointment to this position, the selectee must possess a Top Secret clearance with access to SCI. Incumbent ensures that procedures for handling classified materials are complied with and that all security requirements are met.
This position is designated by the Air Force as a Test Designated Position (TDP) under Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (A) refrain from the illegal use of drugs and, (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes mastery knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop and evaluate difficult but well-precedented formal and informal training programs; Extensive knowledge and experience with joint SOF and the missions, core tasks, roles, and functions of OSD, USSOCOM, Components, Services, and commercial businesses as they relate to training requirements; Expert knowledge of standard analytical and evaluative techniques to analyze training requirements, evaluate training effectiveness, and solve problems relating to training and readiness issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Joint Training System (JTS), DoD Requirements/Capability Systems, Special Operational Forces Capabilities Integration and Development System (SOFCIDS), and Joint Capabilities Integration and Development System (JCIDS), DOD and USSOCOM acquisition processes, POM process, and Federal Acquisition Regulation procurement procedures.
Knowledge of USSOCOM's command goals and functions; mission objectives; organizational structures; program resources; and resourcing policies, precedents, and guidelines.
Knowledge and skill in conducting detailed review, analysis, and evaluation of plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational requirements, etc., to determine the long range impact on SOF missions and requirements.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a training requirements subject matter expert.
The ability to successfully negotiate with high-level GCC, Service, and USSOCOM leadership; Components Commands; TSOCs; USSOCOM PEOs; and other SOF Enterprise stakeholders both orally and in writing to accept and implement recommendations that have a substantial effect on the long-range resources or conduct of SOF operations.
The ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and without sacrificing quality or quantity of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
