This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Directorate of Public Works, Master Planning Division at Fort Liberty, North Carolina.

Duties

Plan, coordinate, and develop digital data projects in the area of remote sensing, photogrammetry, and topography utilizing state-of-the-art methods, practices, techniques and equipment. Investigate and implement linking of various modeling software output into Geographic Information System (GIS) products to support installation and directorate projects. Work with managers, engineers, scientists, and other professionals to identify and develop GIS applications. Serve as technical point of contact for directorate employees at the program level performing mapping and GIS efforts. Plan or organize work for subordinate employees to ensure priorities are met.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Cartographer: A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing cartography and photogrammetry for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS) for organizational projects; creating geospatial data and map products to satisfy project requirements; and developing digital databases and data analysis to create spatial data products, maps, and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
