This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Cartographer The incumbent performs a variety of cartographic tasks in the development of digital databases, data analysis, and the creation of usable spatial data products, maps and reports. This position is located in Fort Liberty, North Carolina.
Duties
Evaluate chart and map source material to resolve conflicting information and to portray data in an accurate and efficient manner.
Detect errors and discrepancies in source material for corrections.
Prepare maps and other spatial data reports from established data using ESRI software and related extension/tools.
Redraft maps into formats necessary for accurate digitization of data.
Utilize Spatial Data Standards for Infrastructure and Environment (SDSFIE) for spatial features and their attributes.
Interpret cultural, landscape, and vegetation features and the development of elevation contours from digital elevation models derived from Light Detection and Ranging (LiDAR) data information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the employee to occasionally travel away from the normal duty station in a temporary duty status up to 10% of the time.
- Must be able to maintain government motor vehicle operator license.
- This position requires the incumbent to obtain and maintain a Storm Water Best Management Practice (BMP) Inspection and Maintenance Certification as required by the state.
- Incumbent may be subject to one year probationary period unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes applying mapping and spatial data analytics technology to produce a variety of infrastructure maps; utilizing Geographic Information Systems (GIS) software, and specialized tools to create geospatial data layers for use in analysis, planning, and mapping; and preparing papers for presentation to working and professional groups pertaining to the needs, focus, and progress of projects within the program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
