Duties

Plan, coordinate, and develop digital data projects in the area of remote sensing, photogrammetry, and topography utilizing state-of-the-art methods, practices, techniques and equipment. Investigate and implement linking of various modeling software output into Geographic Information System (GIS) products to support installation and directorate projects. Work with managers, engineers, scientists, and other professionals to identify and develop GIS applications. Serve as technical point of contact for directorate employees at the program level performing mapping and GIS efforts. Plan or organize work for subordinate employees to ensure priorities are met. Attend professional meetings, seminars, and training courses to maintain a state-of-the-art knowledge of technical advances and applications in the areas of surveying, mapping and GIS. Serve as the Contracting Officer Representative (COR) as required for any support contracts needed for the Master Planning Division.

Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing cartography and photogrammetry for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS) for organizational projects; creating geospatial data and map products to satisfy project requirements; and developing digital databases and data analysis to create spatial data products, maps, and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CartographyDatabase Management SystemsManaging Human ResourcesTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
