The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Postsecondary Education (OPE), Policy, Planning and Innovation (PPI), in Washington, DC. The Incumbent of this position will administer and direct programs and processes, interpret and implement policies, and develop associated guidance and training for Department of Education management and staff.

APPLICATION LIMIT: This vacancy announcement is limited to the first 150 applications received and will close at 11:59PM Eastern Time on the day that we receive the 150th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management and Program Analyst, GS-0343-11, you will be responsible for:• Serving as a program analyst to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consultant management to improve program effectiveness.  • Establishing metric and analysis systems for assigned programs to assess efficiency, effectiveness, and compliance with regulatory procedures.  • Establishing and maintaining management information reporting systems to include database development, spreadsheet design, and accessing of other systems for related information. • Analyzing problems discovered in studies or assessed program areas and advising higher levels of management on the feasibility of different approaches which provide a basis for better planning of operations. • Performing other related duties as assigned.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11, if you possess the specialized experience, education, or a combination of the two.Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) following duties or work assignments:1. Experience providing programmatic support in both written and verbal formats to analyze data, ensure compliance, make recommendations, and identify current and future program trends.2. Experience reviewing and analyzing large volumes of program data to assess efficiency, effectiveness, and compliance with regulatory procedures.3. Experience providing guidance, administrative tracking support, and other oversight activities for projects.  OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge adapting analytical techniques and evaluation criteria to measure and improve program effectiveness. 2. Knowledge and understanding of database management and spreadsheet concepts including programming techniques (e.g., Microsoft Access, SharePoint, SQL database and Excel spreadsheet).3. Ability to conceptualize, recommend, create, execute, and communicate electronic information and data in a variety of delivery formats.4. Ability to analyze problems discovered in studies or program areas and advise higher management on approaches that result in improved operation planning.5. Ability to communicate effectively both orally and in writing to ensure effective program implementation, execution, and evaluation.

GS-11

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

or 

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
