The primary purpose of this position is: To serve as the systems acquisition manager to control planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of Air University programs involving education, research, professional military education, and academic degree operations.

Duties

Plans and performs system acquisition management activities for a major element of complex systems, i.e. acquisition and support; integration of engineering disciplines; quality, testing and evaluation; programmatic activities; procurement and production; initial materiel fielding; and logistics maintenance aspects that support the Air University's acquisition requirements. Develops, reviews, and analyzes plans, programs, and time-phased schedules to meet Air Force Major Command, and Air University requirements Develops and implements program support agreements with the Services, Defense Agencies, Offices of the Secretary of Defense, and other Government organizations. Prepares and/or reviews program documentation for the AU's Program Objective Memorandum (POM), Future Year Development Plan (FYDP), and budget submissions for assigned programs to determine if projections are accurate overall system performance is being achieved as projected. Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior governmental officials, both within and outside the DOD.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes; Comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that within state-of-the-art but require significant new application of principles; knowledge of Air University program goals and objectives; Air Force acquisition, sustainment, and logistic principles; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of Air University program goals and objectives; Air Force acquisition, sustainment, and logistic principles; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 6. Ability to plan, organize, and mage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
