The primary purpose of this position is to serve as the Air University Marketing Specialist. This position serves as the program manager responsible for planning, organizing, and determining the necessary processes, designs, layouts, and procedures for the establishment, development, and maintenance of the university strategic marketing campaigns and communication plans.

Duties

Strategic Marketing Specialist, serves as the principal manager to develop and execute Air University-level marketing campaigns and communication plans, programs, and processes. Marketing Management Specialist, develops the strategic marketing plan in alignment with Air University vision, mission, and priorities. Program Analyst, designs analytical tools, performs marketing analysis, and develops and conducts surveys to identify needs and wants of the university, centers, schools, and organizations. Advertising Specialist, provides advertising media and implements promotional programs for organization's activities. Resource Advisor, develops annual budget and resource requirements to meet program objectives.

  • Work occasionally requires travel away from the normal duty station on military and commercial aircraft
  • May occasionally be required to work other than normal duty hours
  • Submits Contracting Forms for financial requirements above GPC limits
  • Must be able to obtain and maintain a Secret security clearance
  • Coordinate setup and tear-down procedures for major conferences and events
  • Coordinates AU organizational attendees for major and international conferences

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of merchandising and marketing policies, procedures, methods, and publicity techniques to evaluate strengths or weaknesses, and to develop new or alter existing programs to meet desired goals and promote patronage. OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, methods, practices and techniques of comprehensive enterprise communication and marketing programs. 2. Knowledge of the concepts, principles, and techniques to establish, implement, and maintain a proactive event management program requiring knowledge of domestic and international military and social traditions within AU Protocol guidelines and compliance requirements. 3. Knowledge of global collaboration and planning concepts, principles, theories, regulations, and methods to identify business needs and develop and maintain a university master (development) plan and supporting programs. 4. Knowledge and skill in applying analytical and evaluative techniques to the identification, considerations, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. ???????6. Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy. Skill in providing briefings to senior leaders at all levels with the Command to obtain information about organizational missions, function, and work procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
