The primary purpose of this position is to serve as the Strategic Targeted Marketing and Visual Information Specialist, providing environmental trends, key performance indicators, market analysis, exercising control over national and local performance plans, and working key timelines with our contracted agency.
Duties
Conducts market research, develops analytical frameworks and analyzes program performance data.
Develops and recommends marketing and publicity plans, policies, procedures, strategies, and programs using established management principles and pertinent regulations.
Provides advertising media and implements promotional programs for Headquarters Air Force Reserve Officer Training Corps recruiting activities.
Builds, maintains, databases, and updates market research.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the technical characteristics of reproduction processes to judge the reproduction quality of illustrations, maintain familiarity with the mechanics of cropping and scaling photos and illustrations, and maintain familiarity with appropriately preparing art and copies for the printer; knowledge of a broad understanding of the multiple marketing channels, platforms, and tactics available to the Air Force and Space Force and how these channels interrelate as an integrated program to achieve desired objectives and meet recruiting requirements.

EDUCATION: Applicant has successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, and has at least two years of progressively higher level graduate education, but have not obtained a Ph.D or equivalent graduate degree. Therefore, has a combination of experience and education. Note: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
This position requires at least 5-7 years of experience in these tasks and defining industry standards for integrated marketing programs at the national and local levels. Extensive knowledge of a wide range of visual communication, still and video imagery, illustration, design layout principles, and concepts for the conception, planning, and execution of various complex projects.
Knowledge and skill in applying analytical and evaluative methods and techniques involving the determination of essential variables in data collecting, statistical assembling, and compiling data into databases, including knowledge of market research techniques and skill in location and extracting needed market research and benchmarking data from Government and private sectors. Knowledge of graphic arts and media, perspective, layout, balance and contrast, color science, mixing and application, standard drawing practices and instruments.
Knowledge of the Air Force Recruiting Service enlisted and line officer annual requirements and preferred experience working with JAMRS or similar industry analytics thought leaders. Knowledge of the operations, products, services, needs, and goals of programs and other organizations serviced and related customers, functions, resources, and users.
Knowledge of computer-assisted data analysis and an understanding of the methods, uses, and significance of accepted descriptive and inferential statistical techniques is mandatory, including data analysis software. They are skilled in methods and procedures for operating various visual information equipment in the production and reproduction of artwork, photos, video, and typography.
Knowledge of spreadsheets, word processing, PowerPoint, computer graphics, databases, and geographic mapping software. Skill in incorporating visual products into various communication tools and merging written objectives with still, video, and graphic imagery into a single product supporting the overall organizational message.
Ability to communicate orally and in writing, concisely and with technical accuracy. Ability to present subject matter information in a visual form to convey an intended message or to achieve a desired effect upon a specific audience and to communicate ideas concerning visual media both orally and written with tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
