About the Position: About the Position: Serves as a Mississippi Valley Division (MVD) Action Officer and Program Manager who provides staff expertise to the Districts throughout the life cycle of all types of Civil Works studies and projects.

Duties
Exercises staff oversight of planning and program management activities.
Coordinating interdisciplinary Quality Assurance (QA) teams in production of feasibility reports
Analyzing effects and providing guidance to district project managers in application of legislation, executive orders, Army regulations, policies, and procedures.
Assuring quality decision documents and projects are produced by involvement throughout the project life cycle which includes the planning, design, construction, and operation and maintenance phases.
Developing recommendations for changes in policy, procedures, and objectives in formulation and execution of water resource studies and projects.
Providing regional interface with states, other federal agencies, HQUSACE, ASA(CW)and Congress.
Principal responsibility for Command and Control, Regional Interface, Program Management, and Quality Assurance.
Requirements

- The duties of this position require occasional temporary duty (TDY) travel.

Specialized Experience: One year of specialized experience which includes; Assists in development and defense of Civil Works budget; Disseminates and/or coordinates implementation of planning, program, project and/or budgetary guidance and assists in the development of recommendations for policy objectives related to water resource studies and/or projects.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
