This vacancy is for a Supervisory IT Specialist (System Analysis) in the Office of the Secretary within the Department of Commerce.
Duties
As a Supervisory IT Specialist (System Analysis), you will perform the following duties:
Serves as point of contact and leads new IT program initiatives on new and efficient technologies that support existing systems, operations, and maintenance related to organizational components to enhance and support IT efficiency across the entire Agency.
Leads in the design, development, documentation, analysis, creation of IT systems, based on and related to customer requirement and system design specifications. Oversees and guides function teams to support department operation.
Utilizes resources from inside team, other organizations, and vendors to design, and integrate IT-based systems. Consults with customers to determine and identify hardware, software, and system functional specifications. Ensures system security compliance with the Federal Information Security Modernization Act (FISMA).
Manages project plan tasks and deliver complete projects and or services, on schedule and within budget in support of the OCIO infrastructure. Follows and enforces change management policy to ensure smooth IT operation.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
Managing IT based projects and/or services; or
Leading full life-cycle development of computer systems and/or programs; or
Leading new IT program initiatives across an organization.
