Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as the Manpower and Personnel Analyst for the NORAD & USNORTHCOM Cyberspace Operations Directorate (J6).

Duties

Serves as NORAD & USNORTHCOM/ J6 advisor on manpower and personnel policy and procedures concerning Human Capital Management. Leads, advises, and manages an efficient Human Capital Management Program for the N&NC/ J6 Directorate. Serves as liaison and subject matter expert for the N&NC/J6 manpower and personnel management program. Serves as the Directorate's manpower expert on human capital management and manpower requirements, accessions, development, sustainment, and separations. Oversees the Training, Performance Management, and Travel Programs for N&NC/J6. Ensures the Commander's approved training vision and strategy are clearly communicated to all personnel (Mil/Civ) and codified in the J6 Training Guidance. Prepares and delivers oral presentations, such as briefings, training sessions, and consultations with N&NC/J6 divisions to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned manpower, personnel, and training programs. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, reports, staff summary packages, briefings, etc., in support of manpower, personnel, and training programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of organizational command structure missions, programs, functions, and organizational relationships. Mastery of manpower concepts and principles and methodologies applicable to N&NC CONPLAN requirements, including advanced management and organizational principles and practices. Comprehensive knowledge of manpower strategic planning, programming, and budgeting regulations, guidelines, and processes. Working knowledge of manpower and human resources sufficient to evaluate and make recommendations concerning overall plans and proposals for complex organizational projects and to develop, interpret, and analyze data extracts in order to assess mission requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of executive orders, regulations, policies, directives, instructions, and concepts governing HR functions. 2. Knowledge of DOD, Joint Service, and agency management principles, concepts, and methodologies including that of the manpower determinant development and requirements process (i.e. JTD, JTMD, and JDAL Data Listings). Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 3. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 4. Skill in applying analytical and evaluative techniques, such as design thinking, to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of manpower program operations. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 5. Knowledgeable of data analysis and visualization techniques to present Human resources and manpower trends and manning readiness to the Director and senior leaders. Knowledge of training principles, techniques, and tools required to prioritize training requirements and budget. 6. Ability to utilize digital competencies such as MS Office applications, Power BI, and other human resources and manpower information systems. Ability to function in a virtual/remote environment without direct supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: 1. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 2. This is a KEY position IA W 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. 3. This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01 DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 4. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
