You will serve as a MATERIAL INSPECTOR in the BOARD OF INSPECTION AND SURVEY (INSURV) of PRESINSURV NORVA.
Duties
You will serve as an Air Warfare (AW) inspector for the Board of Inspection and Survey (INSURV) employing a required specialized knowledge of the AN/SPY-1 Radar System and its Variants.
You will assess the AN/SPY-1 Radar System and its Variants to a level that allows the identification and explanation of discrepancies and their impact on system performance.
You will be proficient with SPY-1 Radar and auxiliary equipment, to include the Signal Processor, Antenna, Transmitter, Operational Readiness Test System, Dry Air System, and Electronic Cooling Water System.
You will have knowledge of equipment maintenance and operation processes and principles related to radar systems.
You will be responsible for interpreting Technical and Performance Specifications to evaluate radar system performance.
You will identify and document faults incurred during the operational inspection of the Radar system.
You will evaluate the operation and determine the impact of maintenance and modifications on system performance and report any negative findings.
You will identify and document overall Aegis Weapon System faults caused by performance of the SPY-1 system.
You will organize and present thoughts, considerations, and results in a clear and concise manner in both formal and informal situations.
You will communicate both orally and in writing to personnel with varying levels of Radar experience.

- You will be required to successfully complete a pre-appointment physical examination and an annual physical.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position requires that the incumbent obtain and maintain current cardiopulmonary resuscitation certification via command sponsored CPR training and annual refresher training which is offered during working hours.
- This position requires the incumbent to perform temporary duty travel which may be on short notice and/or for extended periods of time.
- Incumbent may be required to wear Personal Protective Equipment (PPE) as prescribed by mission requirements, or Force Health Protection requirements as determined by higher authority.
- The work will require temporary duty aboard submarine and surface vessels, and travel by commercial or military air carrier. In very infrequent cases, the work will require temporary duty on land to inspect Ballistic Missile Defense Sites.

Qualifications
This position requires a Selective Placement Factor (SPF) essential for satisfactory performance upon entry of the position. Incumbent must possess experience with preventive and corrective maintenance, assessing shipboard systems and performing inspections for the purpose of determining as-found material condition of components and systems, and operational readiness of government owned ships, boats and crafts (e.g., seagoing experience operating/overseeing shipboard components and systems, INSURV inspection team member, etc.).
To qualify for the MATERIAL INSPECTOR, GS-1801-13 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with and knowledge of Government maritime classifications, Navy Standards, American Bureau of Shipping (ABS), and Safety and International Maritime Regulations.
Experience with and knowledge of advanced principles and practices associated with Naval ship construction, maintenance and repair, and all aspects of naval vessel maintenance programs, material condition documentation, and test procedures for the purposes of testing and evaluating new, updated and modified systems and providing technical input and recommendations to the developmental and engineering community.
Experience with and expert knowledge of the organization and operation of Naval Sea Systems Command, Fleet and Type Commander Staffs, and Fleet Technical Support Command staffs to respond to technical and inspection related correspondence providing technical feedback and offer subject matter expertise in development of new or upgraded systems.
Experience with and expert knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types of shipboard systems and components; in order to provide system, subsystem, and component level analysis of Navy Systems in support of inspections and survey of in-service and new construction vessels.
Experience communicating Flag level briefings, interviewing personnel to determine root cause factors, training of Naval personnel in the proper maintenance procedures and operation of ship's systems, and between INSURV members and external stakeholders in the technical community to formulate and present findings, briefings, technical documents, report status and correspondence to foster understanding and acceptance of findings.
