You will serve as SUPERVISORY MATERIAL INSPECTOR in the N3 (Inspections) Directorate at PRESINSURV NORVA.

Duties

You will serve as a Supervisory Material Inspector within the N3 Directorate. You will oversee the entire inspection process, from pre-inspection coordination and preparation through post-inspection data gathering and reporting. You will prepare for inspection by reviewing ship specifications, technical documentation, maintenance policies and procedures, and other applicable technical information. You will pre-brief shipboard counterparts for Final Contract Trials and Material Inspections and attends program manager briefs for Acceptance Trial and Final Contract Trial. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of the inspection. You will actively support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations and to communicate this in support of Agency and Command goals. You will utilize the Defense Travel System (DTS) to make travel arrangements to/from inspection sites and to submit travel claims after completion. You will prepare reports, messages, and letters using administration (Microsoft Office) and inspection software. You will compile and report statistical information regarding recurring or significant material deficiencies for both newly constructed and in-service vessels. You will complete INSURV senior inspector qualification and develop, maintain, and increase proficiency in assigned inspection areas. You will utilize detailed technical guidance, approved procedures and standards in the conduction of inspections, during all material inspections, trials or surveys.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Incumbent may be required to wear Personal Protective Equipment (PPE) as prescribed by mission requirements, or Force Health Protection requirements as determined by higher authority.
  • Incumbent's duties require travel to ships, inspection sites, conferences, CNO briefs, and other meetings in excess of 14 days but normally less than 21 days.
  • This position requires the incumbent to perform temporary duty travel which may be on short notice and/or for extended periods of time.
  • This position requires that the incumbent obtain and maintain current cardiopulmonary resuscitation certification via command sponsored CPR training and annual refresher training which is offered during working hours.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a U.S. Passport.
  • Incumbent is required to perform the above duties at a variety of job sites within commuting area.
  • Members are responsible for transportation to in an expeditious manner between job sites of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with preventive and corrective maintenance, assessing shipboard systems and performing inspections for the purpose of determining as-found material condition of components and systems, and operational readiness of government owned ships, boats and crafts (e.g., seagoing experience operating/overseeing shipboard components and systems, INSURV inspection team member, etc.). Experience and a keen understanding of the impact to warfare areas based on discrepancies to those ship board systems. The ability to describe the discrepancy and communicate the impact to the ship's mission and material readiness. Experience leading a diverse team of Naval Officers, Chiefs and Civilians. Experience and mastery level skill inspecting, evaluating, compliance and reporting, using and applying standards, laws (10 U.S.C. §8674) and regulations, to include Government maritime classifications, Navy Standards, American Bureau of Shipping (ABS), Safety and International Maritime Regulations. Experience communicating effectively, orally and in writing, to include Flag level briefings, interviewing personnel to determine root cause factors, training of Naval personnel in the proper maintenance procedures and operation of ship's systems. Expert knowledge of the organization and operation of Naval Sea Systems Command, Fleet and Type Commander Staffs, and Fleet Technical Support Command staffs to respond to technical and inspection related correspondence providing technical feedback and offer confident expertise in development of new or upgraded systems. .Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
