You will serve as a Supervisory Material Inspector in the Board of Inspection and Survey of PRESINSURV NORVA.

Duties

You will directly supervise GS-1801-13 Inspectors, and oversees the work of other CIVPERs, Military and Contractor personnel while assigned to individual inspections. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will develop performance standards and evaluates employee performance. You will utilize detailed technical guidance, approved procedures and standards in the conduction of inspections, during all material inspections, trials or surveys. You will interview candidates and recommends hiring, promotions, etc. You will develop individual training and employee development plans annually. You will perform inspections and observe testing, and operation, of systems and components to determine existing conditions and compliance. You will document deficiencies and/or discrepancies and make root cause assessments based on observation and investigation. You will prepare for inspection by reviewing, evaluating, and analyzing ship specifications, technical documentation, maintenance policies and procedures, and other applicable technical information. You will use qualitative and quantitative analytical techniques,. You will ensure compliance with Government maritime classifications, American Bureau of Shipping (ABS), Safety and International Maritime Regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The work will require temporary duty aboard submarine and surface vessels, and travel by commercial or military air carrier. In very infrequent cases, the work will require temporary duty on land to inspect Ballistic Missile Defense Sites.
  • Required to perform the above duties at a variety of job sites within commuting area.
  • This position requires that the incumbent obtain and maintain current cardiopulmonary resuscitation certification via command sponsored CPR training and annual refresher training which is offered during working hours.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Subject matter expert, with broad knowledge of all boat, combatant craft, and service craft systems. Experienced in performing and managing the execution of boat, small craft, and service craft material inspections, and the management of subordinate inspector performance. Conducts inspections, reviews inspection plans for new and in-service USN service craft, small boats, and combatant craft. Possesses strong organization, and operations knowledge of associated program offices (NAVSEA), and support organizations (NSWCCD, NAVSEA 05) and custodians associated with USN service craft, boats, and combatant craft. Familiarity with the Boat Inventory Management System (CBSS) and tools used for accountability, tracking, and data management, and the boats and craft Technical Data Repository (TDR). Experience inspecting ABS vessels, combatant craft, service craft, and Navy boats. Experience with civilian management and development. Experience in developing inspection guides, master event lists, inspection procedures, and standard operating procedures. Experience with scheduling boats and craft inspections. Experience in communicating technical issues and recommendations up and down the chain of command and across the full spectrum of program offices, support and custodian organizations. The ability to populate INSURV database tools to facilitate scheduling, inspection coordination, data collection and retrieval, and naval message tracking. Experience in qualification development, implementations, and training of current and prospective boats and craft senior inspectors.
