You will serve as a MATERIAL INSPECTOR in the Board of Inspection and Survey (INSURV) of PRESINSURV NORVA.

Duties

You will perform inspections and observes testing, and operation, of systems and components to determine existing conditions and compliance. You will document deficiencies and/or discrepancies and make root cause assessments based on observation and investigation. You will utilize detailed technical guidance, approved procedures, and standards in the conduction of inspections, during all material inspections, trials, or surveys. You will evaluate the effective operation of shipboard equipment and systems based on technical standards during the inspection process. You will have a good working level operational understanding of the equipment prior to inspection as the shipboard systems are highly technical. You will gain prior insight to systems or equipment that may be newly designed, modified or modernized, and rely on your inherent knowledge and experience of shipboard systems in order to properly perform the inspection. You will report completion of checks and all identified deficiencies to the Deck Lead or writer for consolidation, and provide additional supporting information as necessary. You will prepare for inspection by reviewing, evaluating, and analyzing ship specifications, technical documentation, maintenance policies and procedures, and other applicable technical information. You will analyze inspection findings, compile and report statistical information regarding recurring or significant material deficiencies for both newly constructed and in-service vessels, and make recommendations for improvement. You will create inspection documentation, provide inspection process improvement recommendations, and brief ship’s force and other stakeholders concerning assigned aspects of the inspection process. You will prepare reports, messages, and letters using administration (Microsoft Office) and inspection software. You will use qualitative and quantitative analytical techniques, the incumbent will ensure compliance with Government maritime classifications, American Bureau of Shipping (ABS), Safety and International Maritime Regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment physical examination and an annual physical.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the incumbent obtain and maintain current cardiopulmonary resuscitation certification via command sponsored CPR training and annual refresher training which is offered during working hours.
  • This position requires the incumbent to perform temporary duty travel which may be on short notice and/or for extended periods of time.
  • Incumbent may be required to wear Personal Protective Equipment (PPE) as prescribed by mission requirements, or Force Health Protection requirements as determined by higher authority.
  • The work will require temporary duty aboard submarine and surface vessels, and travel by commercial or military air carrier. In very infrequent cases, the work will require temporary duty on land to inspect Ballistic Missile Defense Sites.
  • Members are responsible for transportation to in an expeditious manner between job sites of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to perform occasional sea duty.

Qualifications

This position requires a Selective Placement Factor (SPF) essential for satisfactory performance upon entry of the position. Incumbent must possess 5 years of recent experience with preventive and corrective maintenance, assessing shipboard systems and performing inspections for the purpose of determining as-found material condition of components and systems, and operational readiness of government owned ships, boats and crafts (e.g., seagoing experience operating/overseeing shipboard components and systems, INSURV inspection team member, etc.). To qualify for the Information MATERIAL INSPECTOR, GS-1801-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in system administration of Consolidated Afloat Network and Enterprise Services (CANES) software versions 2 and later and network architecture (date centers, edge switches, backbone and core switches) with associated video teleconference suite. Experience in Domain Name Systems (DNS), Dynamic Host Configuration (DHCP) Hypertext Transfer (HTTP) and Open Shortest Path First (OSPF) networking protocols. Experience implementing Navy network security principles and controls to include firewalls, security information event management (SIEM) and endpoint protection. Experience in operation, administration, hardware and interoperability of AN/USQ-144K(V)2 and later Automated Digital Network System (ADNS) with associated applications and communications security devices. Experience in operations, administration, hardware and interoperability of Global Command and Control System-Maritime (GCCS-M) (V)4.1 and later.
