Duties

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK. The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Single Family Housing Specialist, you will: Direct the application of policy and procedural instructions issued to the branch from the branch chief or Program Director, including provision of FHA Handbooks, manuals and operations methods and procedures within the branch to conform to Departmental requirements and local real estate laws and practices. Participate in or direct conferences or training of developers, appraisers, inspectors, architects, Direct Endorsement (DE) underwriters, mortgagee personnel, state entities, non-profit organizations, counseling agencies, and various real estate organizations, with regard to HUD/FHA requirements and procedures, and to administering the Secretarial priorities. Speak for and represent the field office and FHA in industry and public meetings concerning all matters relating to the single family housing programs. Meet with local real estate and mortgagee lenders to generate participation and cooperation in the management and sale of properties conveyed to the Secretary. Render advice and consultation to the Program Director on questions regarding underwriting, asset management, and/or real estate owned activities and related matters.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Monitoring and oversight of various real estate sales and marketing procedures to sell REO properties; or - Managing and marketing of Real Estate Owned (REO) inventory to sell REO properties; or - Interpreting and applying Federal Housing Administration (FHA), Single Family Housing, or REO policies, or a combination of the areas. Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: - Assisting in real estate sales and marketing procedures to sell REO properties; or - Assisting in the management and marketing of Real Estate Owned (REO) inventory to sell REO properties; or - Applying Federal Housing Administration (FHA), Single Family Housing, or REO policies or a combination of the areas. OR Education: You may substitute education for general or specialized experience as follows: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
