Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Acquisition and Property Management located in Washington, DC.
This position is being advertised as both location negotiable after selection and with a duty station of Washington, D.C and Denver, CO with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level GS-15 the major duties of this position include, but are not limited to the following:
Develops complex space management strategies, multi-year plans, policy, regulations, and procedures through collaboration across organizational boundaries. Leads Departmental space management programs pertaining to the acquisition, utilization, and management and disposal of space, driving toward consistency across all bureaus/offices while remaining sensitive to diverse organizational cultures.
Formulates and develops national strategies, policies, procedures, and guidelines pertaining to the most complex or critical aspects of space management for the Department, e.g., collocation, consolidation, space reduction strategies, financial savings. Coordinates the application of comprehensive policies and practices for the Department.
Effectively anticipates, addresses, and resolves challenges across program areas with professionalism and tactfulness.
Develops and coordinates national policy and guidance for the Department's housing program in alignment with leadership intent and direction, OMB policy, and program goals. Represents the Department and provides expertise, leadership, and advice to the National Housing Council.
Provides expertise, technical advice, and coordination to Interior bureaus on legislative and regulatory developments, changes in space management and housing practices, and trends affecting the Department's requirements for, and use of, space and housing. Serves as a DOI focal point for portfolio-centric space management and accountability to optimize the Department's portfolio of owned and leased assets.
Represents the Department at interagency meetings on governmentwide space management and housing policy and initiatives. Secures necessary coordination and cooperation with the General Services Administration (GSA), OMB, and other agencies, as required. Provides leadership on inter- and intra-agency space management committees and work groups.
Gathers, tracks, and analyzes data and completes applicable reports for Interior on space management and housing performance and accountability, identifying root cause of variance in a timely manner, implementing corrective action to ensure compliance with law, regulation, policy, the Department of the Interior Strategic Plan, and Asset Management Vision.
Salary Information
DC: GS-15 $163,964.00 - $191,900
CO: GS-15 $147,317.00 - $191,508.00
RUS: GS-15 $143,736 - $186,854.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
Salary will be set in accordance with pay scale for selected location.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: MUST MEET ALL
1) Developing and implementing portfolio-wide policies, standards, or guidelines for Federal space management, including commercial leases, GSA occupancy agreements, collocations, and related programs, and evaluating the effectiveness of existing programs; and,
2) Providing expert technical advisory services, analyses, and problem resolution in all aspects of Federal space management, incorporating agency leadership intent into plans and activities; and,
3) Leading portfolio level councils, committees, and working groups related to Federal space management, employee housing, and/or asset management; and
4) Overseeing a national program of diverse, independent entities to ensure conformance with program objectives and performance goals; and
5) Coordinating, compiling, and overseeing completion of technical reports, analyses and strategic plans in response to Federal requirements; and
6) Managing and developing budgetary documents related to national space management programs.
