The primary purpose of this position, Human Resources Specialist (Recruitment & Placement) GS-0201-07 POTENTIAL GS-0201-12, is to serve as a HR Specialist (Recruitment & Placement) in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Provide recruitment and placement services to complex and dynamic organizations.
Perform a full range of staffing advisory services to organizations serviced.
Lead or participate in special initiatives, studies and projects, and affirmative employment activities.
Prepare written correspondence and other documents.

- Work Environment: The work is performed in an office setting with adequate lighting, heat and ventilation. The work involves everyday risks or discomforts that require normal safety precautions.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-7
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Specialized experience includes: Aiding others in the standard recruitment and placement principles and practices for various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy; receives assignments or projects with established objectives, priorities, and deadlines and is responsible for independently planning, selecting methods, carrying out successive steps, and meeting deadlines; using standard principles and practices of recruitment and placement to apply to minor issues and problems; working with merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them; assisting with other HR processes sufficient to relate recruitment and placement issues to others.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-7 level.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience includes: Assisting others in the standard recruitment and placement principles and practices for positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy; receives assignments or projects with established objectives, priorities, and deadlines and is responsible for independently planning, selecting methods, carrying out successive steps, and meeting deadlines; using the standard principles and practices of recruitment and placement to independently apply them to problems and deviations in accordance with accepted practices; working with merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them; working knowledge of other HR processes sufficient to relate recruitment and placement issues to others.

GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience includes assisting with HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives; troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services; make authoritative judgments, and prepare effective analyses, briefings, and reports; use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience includes: assisting with HR recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems; independently advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems; aid in developing recruitment strategies to provide candidates for the most difficult-to-fill positions; assist with developing and recommending innovative approaches and strategies to resolve unprecedented recruitment and placement problems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
Education
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
