The primary purpose of this position, HUMAN RESOURCES SPECIALIST (HR Development), NH-0201-03, is to serve as performing assignments in planning, developing, and supporting the full range of Human Resource Development consulting and advisory services to (Installation) organizations.
Duties
As the senior specialist, conduct training requirements analyses and evaluation for assigned organizations.
Identify and coordinate the delivery of training and course providers.
Provide training policy interpretation and guidance to serviced organizations and the Education and Training (E&T) Section.
Prepare written correspondence and other documentation.

- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: Knowledge of, and skill in applying Human Resource Development (HRD) learning principles, practices and techniques, and the relationship between agency strategic plans and goals with HRD programs sufficient to analyze and problem solve methods required to advise and resolve workforce development priorities; utilize a wide variety of learning methods including technology-based methodologies to provide consultative services and identify and coordinate the delivery of training and course providers; knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet organizational strategic goals and plan improvements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fundamental principles, practices, and techniques of workforce development; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex workforce development priorities.
2. Broad knowledge of training methods, techniques, and tools to recommend and resolve problems in workforce development gaps or training requirements.
3. Skill in gathering, analyzing, and drawing conclusions from information, and communicating information clearly, both orally and in writing.
4. Ability to select the appropriate DoD, AF, and local policies applicable to each workforce development business process and legal documentation.
5. Ability to interpret and analyze workforce development data such as demographics, mission-related training requirements, and gaps related to basic issues of fact and law.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
